Governor Kade emerged from the ashes of a collapsed interstellar government to become the absolute ruler of a distant colonial outpost known as New Carcosa. Born into a family of minor bureaucrats, Kade climbed the ranks through a combination of cunning, ruthless efficiency, and an uncanny ability to predict human behavior.
