His friendship with Niko dates back to their shared immigrant experience, and he serves as one of the first connections Niko makes upon arriving in the city.

When Niko needs a car and reliable work, Leo becomes his initial employer, setting up crude but lucrative auto-theft jobs around Dukes and Broker. The partnership is built on mutual loyalty from their old country, though it quickly becomes apparent that Leo's ambitions outstrip his ability to manage the dangers of Liberty City's criminal landscape. His operation eventually draws the attention of powerful figures in the Russian and Eastern European organized crime circles, putting both him and Niko in increasingly perilous situations.
